Contract Administrator
Procurement & Logistics Department
Responsibilities:
- Prepare solicitations, develop contract documents and negotiate, where applicable, contracts for A&E, construction, general services, and various other types of professional and service contracts. Issue invitations for Bid (IFBs) and Requests for Proposals (RFPs), and addenda thereto.
- Conduct bidders conferences and site tours.
- Assure adequate WBE/MBE/DBE participation in the procurement cycle.
- Chair proposal evaluation committees and negotiate awards.
- Resolve contractual issues.
- Justify contract award recommendations, including vendor performance and responsibility checks.
- Analyze, negotiate, and justify changes to contracts.
- Prepare contractual correspondence.
- Administer consultant, service and miscellaneous contracts.
- Perform cost/price analysis on proposals and change orders.
- Prepare status reports using P/C technology (MS Office)
Minimum Requirements:
- A minimum of 5 years related contract experience, with a solid background in business administration.
- Excellent written/oral communication and analytical skills.
- Ability to administer several projects independently and concurrently, with ongoing changes in priority.
- Ability to think independently.
- Strong P/C computer skills.
Preferred/Desirable Skills/Qualifications:
- Bachelor's Degree in Business or related field of study.
- Experience with Word and Excel.
- Knowledge of Procurement & Logistics System (PLS).
- Knowledge of Federal Acquisition Regulations (FAR)
- Knowledge of Federal Transportation Administration (FTA) Best Procurement Practices
- Knowledge of Public Authority Procurement Law
- Knowledge of general contract terms and conditions
- Familiarity with technical specifications, and engineering drawings.
- Contractual experience with environmental or major equipment contracts.
