Manager - Budget Development & Analysis - Transportation Department

Position Summary:
Develop and manage a cost effective annual operating, capital and reimbursable budget, which includes the proper allocation of resources by category of expenditure for the year for the Operating Departments. Plan, manage, develop and implement processes and methods for the effective preparation, analysis and control of all expenditures to ensure that the Operating Departments are within budget.
Minimum Requirements:
- Bachelors Degree in Accounting, Business, Finance or related field and recent management or supervisory experience in a Budget, Accounting or Cost Control role.
- Ability to understand operating and capital budgetary procedures and methodology; ability to analyze reports, budgets and initiate controls.
- Strong oral, written and interpersonal communication skills, and strong analytical and problem-solving skills.
- Thorough knowledge of finance, accounts payable, capital accounting and general accounting principles, with a general understanding of Transportation Department activities.
- Must demonstrate the ability to organize, lead, manage and motivate subordinate staff, and willingness to be responsible for performance of subordinate staff.
- Proficient PC skills and working knowledge of applicable software.
- Ability to set priorities and be assertive as required, with ability to translate high level issues/needs into specific tasks for staff, and translate corporate initiatives into a departmental budget.
Preferred/Desirable Skills/Qualifications:
- Familiarity with LIRR unions, Company rules and procedures, and MTA/FTA requirements.
