Project Estimator
Capital Project Department
Position Summary:
The principal purpose of the Project Estimator position is to prepare all types of construction and consultant cost estimates from conceptual to final and quantity take-off capital improvement projects. Review project cost estimates and change orders as submitted by LIRR departments, consultants or contractors.
The Project Estimator position provides estimates, and follows up on activities associated with Capital Program project work. This position is responsible for developing scopes of work and estimates and supports planning for short and long-range funding and staffing requirements. The project management support activities provided to the LIRR are required by MTA/FTA guidelines in order to proceed with Capital Program initiatives and are used to determine project funding commitment plans, headcount requirements, project goals, critical milestone dates and project status reports.
Minimum Requirements:
- Bachelor’s Degree in a technical curriculum, i.e.; Engineering, Business, Finance. Demonstrated, directly, related, recent equivalent experience may be considered in lieu of the degree requirement, subject to approval.
- Must be a specialist in estimating and/or scope development gained through experience in the areas of Engineering or Construction.
- Advanced hands-on working knowledge of microcomputers, spreadsheet, and database management systems and PC proficiency.
- Must be able to interpret design drawings and contract documents and must have good written and oral communications skills.
- Knowledgeable in wage and overhead rates applicable for maintenance and reimbursable project work.
- Self-motivated with ability to produce with limited supervision.
- Strong analytical skills, ability to identify problems and recommend alternative solutions.
- Must possess effective communication skills with ability to work in a team environment.
